'This legislation will make sure car repair prices are kept low by ensuring the car giants can't build on their ever- increasing monopoly' A PUSH to make repairing the family car cheaper has already won support from one of the country's major motoring groups. Under a proposed Bill by Family First Senator Steve Fielding, it will be a legal requirement for car companies to hand over the techni- cal and diagnostic tools necessary for servicing all new vehicles. The Royal Automobile Club of Victoria's public policy boss, Brian Negus, says it will provide some certainty for repairers and mech- anics. ''The Bill is certainly heading in the right direction,'' he says. Negus says manufacturers have had a vested interest in keeping car owners coming back even after warranty periods have expired. ''The technical and diagnostic tools should be more available,'' he says. ''But some degree of regulation and registration of repairers will be needed to make the system work.'' The RACV and the Victorian Automobile Chamber of Commerce are already studying similar laws in the US, which require mechanics to be registered and certified for speci- fic work. ''We've taken soundings in the US to look at the way they're doing it,'' Negus says. ''They also have a registration and certification system in operation too.'' Negus says regulation is needed because of the security codes re- quired to access particular vehicle operations, such as airbags, com- puters, immobilisers and keycodes. Fielding says ordinary Aust- ralians are being ripped off with higher prices from dealer repairers because they are unable get their cars serviced at less expensive, independent repairers, who do not have access to vital information. He says Australians are paying through the hip pocket because they are losing their choice over where they take their car to be serviced and repaired. ''This is about giving people a fair go when they go to get their car repaired,'' Fielding says. ''This legislation will make sure car repair prices are kept low by ensuring the car giants can't build on their ever-increasing monopoly. More than 12,000 independent re- pairers employing about 300,000 staff operate across Australia. Fielding says that between 2003 and 2007, the number of independent general repairers fell by 11 per cent because they had limited or no access to information to repair new cars.
